libgit2 was not included in the original set of backported packages,
but cargo-c does depend on it, and 1.9.x will be required going
forward.  Backport the 1.9.4 recipe as of openembedded-core master
branch commit d4de7d0256 to serve as the starting point for future
backport efforts.  No other significant packages depend upon libgit2,
so side effects should be minimal.
