The vulnerable GSSAPI implementation is compiled only when OpenSSH
is built with Kerberos support. The default PACKAGECONFIG excludes
kerberos and passes --without-kerberos5.

Set not-applicable-config only for builds without kerberos. Keep
kerberos-enabled configurations marked unpatched. The upstream fix
and advisory are referenced in [1] and [2].
