Arm GCC 11.2 binary release has completely changed the way how libc was packaged in earlier binary releases. So adjust do_install() accordingly to support Arm GCC 11.2 as well as earlier binary releases. Along with this update CI as well to point at Arm GCC 11.2 binary releases.
