Subject: [meta-networking][wrynose][PATCH] mdio-tools,mdio-netlink: upgrade
1.3.1 -> 1.3.2
mdio-tools 1.3.1 fails to link when the lto distro feature is enabled,
because the linker discards the unreferenced command registrations
(wkz/mdio-tools#37). 1.3.2 fixes this by marking them as used and
placing them in a dedicated section kept by a linker script, and also
fixes the VPATH build breakage that change introduced. 1.3.2 also adds
the "mscc" addressing mode for Microchip PHYs.
Backport of master commit 1f465d9d28 ("mdio-tools,mdio-netlink: upgrade
1.3.1 -> 1.3.2,1.3.1 -> 1.3.2").
