Also update the SRC_URI, the previous one became inaccessible.

Changelog:
- Update project's website.
- /usr/lib/tomoyo/init_policy
  Remove rewrite rules handled by commit bdc35f164b0f ("tomoyo: use better
  patterns for procfs in learning mode").
