Upgrade python3-wxgtk4 from 4.1.1 to 4.2.0:

* fix licence according to LICENSE.txt that it is licenced under
  LGPL-2.0, and WXwindows is used for documents
* remove backported patches
* not overwrite CFLAGS and CXXFLAGS in file wscript
