No relevant changes to the code, but we can upgrade to silence AUH:

  - Update the Meson version number to 3.0.10, I forgot to do it last
    time.

  - The Autotools build now includes and runs the spdxtool utility API
    tests, ensuring that they are included in release tarballs. Patch by
    commitmaniac.
