documentation.conf: Add LICENSE_FLAGS related variables

The LICENSE_FLAGS, LICENSE_FLAGS_ACCEPTED, and LICENSE_FLAGS_DETAILS
documented in [1] are not listed in documentation.conf. This commit adds
them to the documentation.conf file.
