[2/2] debianutils: use SPDX SMAIL-GPL licence name

Use the SMAIL-GPL license name, as that is the official SPDX name and we
now have it in our license list.

This means we can delete the SMAIL_GPL license, that appears to be only
used by debianutils and nobody else.
