gcc: Upgrade to 13.1.1

Some distros e.g. gentoo have latest on gcc-13 branch and we have a
situation where libstdc++ ABI is changed between 13.1 and 13.2 so
official 13.1 release based uninative will no longer work on these
distros, therefore switch to a snapshot that includes [1] which fixes
it

I was using the same change with locally built uninative-tarball (
https://git.openembedded.org/openembedded-core-contrib/log/?h=jansa/master-uninative-3.9-gcc-13)
since yesterday and can confirm that selftest passes (except
test_gpt_partition_name which was expected and test_testimage_virgl_gtk_sdl
because of Invalid MIT-MAGIC-COOKIE-1)

Where does '13.1.1' come from though? This updates to a '13-20230520'
weekly snapshot, so it shouldn't be assigned a non-existent version,
especially if upstream does release a real 13.1.1 later on.

I'll queue a patch to reset PV to "13.1.0~20230520".

On the other hand, official 13.2.0 will show up soon enough and the
issue will be moot. Still, we shouldn't be using gcc versions that
don't exist (I still have unpleasant memories of red hat's 'gcc 2.96'
fiasco).

The BINV needs to match with BASE_VER set in gcc which is 13.1.1 since:

otherwise do_install fails.

You're right that PV could be set to something lower than 13.1.1, but then
it might confuse someone that the files are installed in 13.1.1 directory
while PV says something else.

gentoo installs files to just "13" directory avoiding this issue.

GCC release policy has is spelled out clearly, Since gcc-5 onwards
third digit on a release branch is
representing a pre-release and bugfix release will bump the minor
version which is what's done here
in simple words, 13.1.1 is a 13.2.0 pre-release therefore there will
not be a 13.1.1 general release which
can conflict.

There are technical reasons to match the versions in OE to DEV-PHASE
of gcc to keep it aligned.

following sections
"Release Methodology" and "Version Numbering Scheme for GCC 5 and Up"
