CLANGD_BUILD_XPC defaults on whenever CMAKE_SYSTEM_NAME is Darwin, regardless of which compiler is actually doing the build. XPC is an optional IPC transport for clangd, not needed here, so disable it instead of requiring Clang to bootstrap itself.
